You should implement your Shelter-In-Place plan wherever you are - whether at work, home, school,  enjoying the outdoors or shopping.  This means children and teachers stay at school and enact a plan.   People at home should Shelter-In-Place there, and individuals at work should remain at their workplaces.  
If you are hiking or taking a walk, return to your automobile or find shelter nearby.
